HLTH 261. HEALTH CARE POLICY. (3 Credits)
Examination of health policy development and analysis from a variety of perspectives. Focus is on the interaction between public policymakers and health care providers in the public, private, and nonprofit sectors. The importance of managing the design, implementation, and evaluation of policies that influence health is emphasized. Areas of study include how health leaders can anticipate and influence government policymaking, the impact of political and economic forces on public and private payment programs, social determinants of health, significant laws, health care quality and safety, and public health emergencies.

This course equips administrators and managers with a range of skills to lead, plan effectively, anticipate challenges, and allocate resources in health care institutions. Emphasis is on understanding the functioning of hospital and health care organizations and developing the problem-solving skills necessary for successful management in these complex institutional settings. The role of organizational theory and design in health care delivery, governance, quality assurance, health care financing, revenue cycle, and value-based reimbursement are all addressed.

This course will investigate a basic understanding of ethics as a pursuit and expand into the integration of basic ethics and public policy and healthcare. Basic ethical concepts will be integrated into an expanded investigation into the ethics of policy with an emphasis on the healthcare environment. The course is designed to combine lecture, group discussion and individual investigations.

HLTH 266. HEALTHCARE REGULATION, LAW AND ADVOCACY. (3 Credits)
Health care is one of the largest and most diversified industries in the U.S. economy; and is the most highly regulated. Thurs, health care administrators and managers must be familiar with legal principles governing how care is delivered and health care institutions are operated. Students in this course will learn how to utilize the “health law toolbox;” fulfill legal and ethical duties to patients; comply with corporate obligations and laws regarding transparency, privacy, and security; maintain licensure, certification, and other quality assurances; and establish a compliance plan that prevents fraud, waste, and abuse.
